The short answer: the fee per reply is small, and the bill grows when replies are slow, when follow-up is done by broadcast, or when an AI agent answers every chat. Since 1 October 2026 the WhatsApp Business Platform charges for every reply a business sends once a phone number has used its 1,000 free delivered service messages for the month, at the utility rate of the customer’s country: 1.5 US cents in Pakistan, 1.57 cents in the UAE and 1.07 cents in Saudi Arabia. Utility templates sent in reply to a customer are billable again, and a marketing template to a UAE or Saudi number now costs 5.76 cents, about 15% more than in September. Two things stayed free: the first 1,000 replies on each number, and every message in the seven days after a customer writes in from a Facebook or Instagram ad. Meta’s own Business Agent is the exception, at about 4 to 5 cents a message. For a sales team handling 300 enquiries a month on one number, the new platform fee for its replies comes to roughly USD 15 to 22. The decisions that matter are who answers, how fast, and on which number.
What Changed, and When
| Date | What happened | Source |
|---|---|---|
| 1 November 2024 | Meta stops charging for service messages, the free-form replies sent inside the 24-hour window a customer’s message opens | Meta |
| 1 July 2025 | Per-message pricing replaces conversation-based pricing, and utility templates sent in reply to a customer become free | Meta |
| 3 June 2026 | Meta announces its Business Agent for businesses worldwide at Conversations in London: it answers questions, recommends products, books appointments, qualifies leads and hands over to a person; more than one million businesses already use one | Meta |
| 1 August 2026 | Business Agent replies are billed per token at USD 2.00 per million tokens, which Meta puts at about 4 to 5 cents a message | Meta, Business Today |
| 30 September 2026 | Deadline to add a payment method; without one, Meta delivers service messages only within the free tier | Meta |
| 1 October 2026 | Replies beyond 1,000 per number per month and utility templates sent in reply are billed; 40 rates change, marketing rises in seven markets and nine markets get their own cards | Meta |
The change applies to the WhatsApp Business Platform, the API behind CRMs, chatbots and messaging providers, not to the free WhatsApp Business app. The free tier is per phone number, counts delivered messages only, does not roll over and resets monthly. Governments and eligible non-profits keep free service messages until the end of 2027.
What a Message Costs in the Markets We Serve
Service replies carry no volume discount and take the same rate as utility and authentication templates in the recipient’s country. The figures below are Meta’s published USD rates from 1 October 2026 as reported by three messaging providers.
| Recipient’s country | Reply beyond the free 1,000 | Marketing template |
|---|---|---|
| Pakistan | USD 0.0150 | USD 0.0473 |
| United Arab Emirates | USD 0.0157 | USD 0.0576 |
| Saudi Arabia | USD 0.0107 | USD 0.0576 |
| United Kingdom | USD 0.0220 | USD 0.0635 |
| India | USD 0.0014 | USD 0.0118 |
Pakistan’s reply rate rose from 1 cent to 1.5 cents on 1 October, more than ten times India’s rate for the same message, as ProPakistani noted. Kuwait and Oman now have their own cards: a reply to a Kuwaiti number costs 4.4 cents and to an Omani number 2.47 cents. Messaging providers may add a markup of a fraction of a cent or more, so the invoice is the figure to check, not the rate card.
What It Means for a Sales Team’s Follow-Up
Take a company whose enquiries arrive on one WhatsApp number: 300 a month, with an average of eight replies from the team to qualify each one and book a meeting. That is 2,400 delivered service messages, of which 1,000 are free. The remaining 1,400 cost USD 21.00 to a Pakistani audience, USD 21.98 in the UAE and USD 14.98 in Saudi Arabia. If the same 300 contacts also receive a marketing template once a week, those 1,200 messages cost USD 56.76 in Pakistan and USD 69.12 in the Gulf, three times the cost of the conversations themselves. If Meta’s Business Agent wrote the 2,400 replies instead, the platform fee would be roughly USD 96 to 120, with no free tier, and it stays payable inside the free window after an ad click.
- Speed is now worth money as well as deals. A free-form reply is only possible inside the 24-hour window the customer opened. A lead left until the next morning can only be reached with an approved template: 1 to 1.6 cents today becomes 4.7 to 5.8 cents tomorrow, plus the customer’s opt-in.
- The seven-day ad window is the cheapest place to sell. Every message in the seven days after a customer writes in from a click-to-WhatsApp ad is free in all four categories, so a company that buys leads on Facebook and Instagram can follow most of them up for nothing if the team works inside that week.
- Phone numbers are now a budgeting unit. Each business number carries its own 1,000 free replies. A team that runs sales and support on one number spends the allowance on support tickets; separate numbers for sales and service each get their own.
- An AI agent needs a reason beyond cost. At 4 to 5 cents a message, Meta’s agent is the most expensive reply on the platform. Its case is coverage, a first answer at 2am or on a Sunday; qualification, quotations and meeting booking belong with people.
The Rules Have Not Loosened
Meta’s Business Messaging Policy, last updated on 23 September 2026, allows a business to message only people who gave it their number and opted in, restricts everything outside the 24-hour window to approved templates, and requires every opt-out to be honoured. In the UAE, chat is also replacing calls for regulatory reasons. Cabinet Resolution 56 of 2024, in force since 27 August 2024, limits marketing calls to 9am to 6pm, caps repeat calls to anyone who declined or did not answer at once a day and twice a week, requires calls from numbers registered to the company’s licence, and carries fines of AED 10,000 to 150,000, suspension for 7 to 90 days and licence revocation. On 5 August 2026 the TDRA reported 3,301 violations against individuals and AED 19.19 million in fines by June 2026, with 92,748 numbers reported by the public and 9,433 disconnected. A WhatsApp follow-up to someone who asked for it is cheaper and safer than a call to someone who did not; a WhatsApp broadcast to a bought list is neither.
A Plan for the Next 30 Days
- Count September and October. Pull delivered service messages per number from WhatsApp Manager or your provider’s report; the two months side by side show the size of the change.
- Check the payment method and the invoice. Without a payment method on the account, delivery stops at the free tier. Compare the provider’s per-message charge with Meta’s rate for each country and ask about any markup.
- Set a first-response target inside the window. Measure the time from the customer’s message to the first reply, by number and by hour of day, and staff the hours where it is longest.
- Keep marketing templates for people who opted in, and send fewer of them. At 4.7 to 5.8 cents each in our markets, a weekly broadcast to every old lead costs more than the conversations that produced them.
- Give sales its own number. A separate number for enquiries keeps the free tier for selling and keeps the reporting clean.
- Record each conversation in the CRM. Lead source, first-response time, qualification outcome and meeting booked. Without them there is no cost per qualified lead to set against the platform fee.
Where SoftwareBiz fits. Our sales support and lead management team answers inbound WhatsApp and web enquiries inside the free windows, qualifies them against your criteria, books meetings into your sales team’s calendars, prepares quotations from your templates and follows up only with contacts who opted in, working in your WhatsApp Business Platform account and your CRM, whether HubSpot, Salesforce or Zoho. Where the same number carries service questions, our customer support outsourcing team covers them to agreed response times. If an AI first reply is justified for the hours when no one is at a desk, our generative AI and AI agent team builds it on your own number with handover rules you set, and our CRM implementation team connects the conversations to the pipeline, so every lead has a source, a response time and an outcome.
What to Do This Week
If replies on your busiest number exceed 1,000 a month, the change has already reached your invoice; if marketing templates outnumber replies, that is where the money is going. The arithmetic takes an afternoon and decides whether this is a USD 20 question or a USD 2,000 one. For a company weighing a dedicated team in Pakistan to do the answering, our guide to outsourcing to Pakistan in 2026 covers the time zones, the data protection gap and the contract terms that close it.
